现行铁路工程建设标准体系缺乏科学合理性,标准更新换代慢,无法满足铁路科技进步发展的要求,因此构建铁路工程建设新标准体系十分必要。为落实科学发展观,实施《中长期铁路网规划》和实现铁路跨越式发展,新标准体系应对今后一个时期的铁路工程建设标准工作具有指导性,其结构应完整,内部要协调,标准内容要与国际接轨;同时要与铁路建设的规章制度、组织管理体系相辅相成,要处理好与既有标准的关系,要把握好专业标准内部的基础标准、通用标准、专用标准三个层次之间的主从关系以及横向关系。
