解放以来,新疆修建水库已有500座之多,总库容约50亿立米。但据有关部门统计,由于泥沙淤积而损失的库容已达8亿立方米。水库淤积不仅减少了蓄水能力,影响了灌溉效益,也降低了防洪标准,使本来已属于病险库的水库,更加不敢多蓄水兴利。挖沙淤积给水库的管理工作也带来了很多麻烦,闸门淤堵,水电站进水口进沙,磨损水轮机;此外,淤积和回水的上延发展,使库区周围盐碱化范围扩大。有见于此,自治区有关水利部门共同组成了一个水库淤积调研协作组,由水利厅水管总站牵头,水文总站、水利水电勘测设计院、水科所、石河子农学院及头电河管理处、水管培训研究中心等单位参加,并分别承担水库淤积调查,头屯河水库淤积问题及工业用水专题研究,进库水文泥沙测验及库区淤积测量工作。
