This article builds a framework for explaining the different systems of public participation. There are three main dimensions involved in the different mechanisms of participation, namely: Who are the participants? How do these participants communicate and co-decide with other participants? What is the link between these discussions and policy or public action? Different regions of space are suitable for solving some important issues in democratic governance, such as the legitimacy, impartiality and effectiveness of management.
