淮北苏皖边区敌后抗日根据地的创建,经历了曲折艰辛的道路,一九三八年底,中共山东分局派李浩然率干部到邳睢铜地区成立苏皖特委,又派杨纯等组织皖东北特委。八路军苏鲁豫支队派出主力胡炳云大队到灵璧、宿县、肖县、铜山边境活动。随后,鄂豫皖区党委派江上青、陈国栋、赵敏、宋季文等随同国民政府第六行署专员盛子瑾来皖东北工作。一九三九年七月,新四军游击支队和豫皖苏省委派张爱萍、刘玉柱赴皖东北开展与盛子瑾的统战工作,并在同八路军联系后建立了八路军、新四军办事处。接着,由金明、张爱萍、张彦、邵幼和等成立苏皖边区党委,统一领导皖东北,邳睢铜、苏北等地的工作。

In July 1939, the New Fourth Army guerrilla detachment and Yu, Anhui and Su respectively assigned Zhang Aiping and Liu Yushu to conduct united front work with Sheng Zijin in Northeast Anhui and established the Eighth Route Army and the New Fourth Army Office after contacting the Eighth Route Army. Subsequently, the party committee of the Jiangsu-Anhui Border Region was set up by Jin Ming, Zhang Aiping, Zhang Yan and Shao Youhe to unify the work of northeast Anhui, Qionglai Copper and northern Jiangsu and other places.
