林权抵押贷款解决了林业企业和林农融资难的问题,有力地促进了边疆民族地区经济的发展。基于普洱市林权抵押贷款的实践,抵押权的实现存在着因权利虚置、自然风险、市场风险、评估机制不健全以及森林采伐管理制度等因素导致的困难,因而从加强林权抵押贷款地方性法规体系建设、加强林权流转服务平台建设、健全森林资源资产评估体系、构建风险分担补偿机制、加强信贷管理、改革森林限额采伐管理制度等方面提出保障林权抵押贷款中抵押权实现的对策建议。
