近年来,广州地区外国人犯罪案件呈逐年上升趋势,且呈现犯罪类型、手段多样化、犯罪集团化、区域化趋势增强等特点,而在办理外国人犯罪案件中存在着调查取证难、有关立法不够健全以及语言障碍等诸多问题,建议建立公检法部门协调合作机制、完善相关立法、加大对翻译人才的培养力度、强化对毒品犯罪的侦查与打击、定期分析外国人刑事案件的特点和趋势、加强对外国人犯罪的综合预防、加强区域性和国际性司法合作等,以更有效地防范和打击外国人犯罪。

It is suggested that a mechanism be established for coordination and cooperation between the public security departments and public prosecution departments, the relevant legislation should be improved, training of translators should be stepped up, the investigation and crackdown on drug-related crimes should be intensified, the characteristics and trends of criminal cases of foreigners analyzed regularly, We should strengthen comprehensive prevention of crimes committed by foreigners and strengthen regional and international judicial cooperation so as to prevent and combat crimes committed by foreigners more effectively.
