移民工作是三峡工程进展和成功的关键，目前已经进入二期移民。在移民工作中，实行开发性移民，取得了很多成功，同时也有不少问题。为使移民工作更好的开展，更加科学、规范、法制化，文章在通过大量调研的基础上，分析了当前移民工作中存在的法律规范、人地矛盾、移民资金和补偿、企业外迁项目选择、文化素质低、故土难离等问题，提出了解决的法律对策。
