目的了解重庆市区县级结核病防治机构人力资源现状和服务能力情况,为完善结核病防治服务体系建设提供依据。方法于2013年4月采取问卷调查法,对2012年区县级结防机构的人力资源和设备等进行调查。结果重庆市区县级结防机构专业人员配置率为86.5%,其中主城片区、周边区县、偏远区县人员配置率分别为52.3%、83.7%、113.2%;人均岗位数2.0个,27.4%的人员承担3个及3个以上岗位数的工作。门诊医生共146人,以专科学历为主;其中主城片区以本科学历为主(占47.1%),周边区县和偏远区县均以专科为主,分别为64.3%和87.2%。门诊医生中级职称人数最多,占43.2%,其中主城片区门诊医生以初级职称为主(占50.0%),周边区县和偏远区县均以中级职称为主,分别为50.0%和42.9%。无临床执业医生资格的门诊医生占31.5%。38个区县均可以做痰涂片检查。部分区县级结防机构不能开展痰培养、尿液检测、血细胞分析及生化分析。结论重庆市各区县结核病防治机构的人力资源和服务能力存在不平衡,应根据实际情况,因地制宜、稳步推进结核病防治服务体系的建设。
Objective To understand the status quo of human resources and service capacity of tuberculosis prevention and control institutions in Chongqing at county level and to provide basis for improving TB service system construction. Methods In April 2013, a questionnaire survey was conducted to investigate the human resources and equipment of the district / county prevention and control institutions in 2012. Results The distribution rate of professional staff in urban area was 86.5%. Among them, the staffing rates in the main urban area, surrounding areas and remote areas were 52.3%, 83.7% and 113.2% respectively; the number of posts per capita was 2.0 and the average number of posts was 27.4 % Of the staff to undertake 3 and more than 3 jobs. There are 146 outpatient doctors, mainly specialist qualifications; among them, the main city has a bachelor’s degree (47.1%), while the surrounding counties and remote districts and counties are mainly college majors, accounting for 64.3% and 87.2% respectively. Outpatient physicians have the highest number of mid-level professional titles, accounting for 43.2% of the total. Among them, outpatient doctors in the main city district occupy 50.0% of the primary occupations, and 50.0% and 42.9% respectively. Outpatient doctors without clinical practice doctors accounted for 31.5%. 38 districts and counties can do sputum smear examination. Some district-level prevention and control agencies can not carry out sputum culture, urine testing, blood cell analysis and biochemical analysis. Conclusion There are imbalances in the human resources and service capabilities of tuberculosis prevention and control institutions in all districts and counties in Chongqing. The construction of tuberculosis prevention and treatment service system should be steadily promoted according to the actual situation and according to local conditions.
