深化高校固定资产投资体制改革,强化计划管理,是解决高校资金投入与发展需求之间与日俱增的矛盾的有效途径。笔者认为只有通过完善投资决策机制、计划管理机制和准入与退出机制,才能有效地控制学校各方面的总需求,保证有限资源的科学供给,提高投资效益。
Deepening the reform of the investment system of fixed assets in colleges and universities and strengthening planning management are effective ways to solve the contradiction between increasing investment and development needs of colleges and universities. The author believes that only by improving the investment decision-making mechanism, program management mechanism and admittance and withdrawal mechanism can we effectively control the total demand of schools in all aspects, ensure the scientific supply of limited resources and increase investment returns.
