2003年7月22日～24日,全省义务教育“控辍”工作会议在肇州县第二中学校礼堂隆重召开。这是省政府全面贯彻落实省委提出的“努力快发展,全面建小康”的重大举措,意义十分重大。会议颁发了黑龙江省人民政府办公厅转发省教育厅等部门《关于做好“普九”巩固提高和“控辍”工作意见的通知》《关于做好控制初中小学生辍学调研等工作的通知》。在热烈的掌声中,10多个市(地)、县政府交流了“普九”巩固提高和“控辍”工作的经验。会议期间,本刊记者与省广播电台记者就“控辍”工作有关问题联合采访了黑龙江省人民政府副省长程幼东、省教育厅厅长张永洲、肇州县人民政府县长刑志文、肇州县教育局局长杨明、肇州县第三中学校长霍晓光等领导同志。
