目的调查2010年成都市新津县医疗机构人力资源构成现状,为进一步合理配置人力资源提供决策依据。方法收集2010年新津县区域医疗卫生信息管理平台中人力资源数据、卫生人员花名册及医师注册信息。用Microsot Excel 2003和SPSS 13.0等软件描述性分析人力资源数量及其构成。结果①2010年新津县医疗机构共有卫生人员1551名,其中编制人员1124名(占72.5%),临聘人员427名(占27.5%)。②县级、社区和乡院医疗机构卫技人员构成分别占83.2%、79.0%和80.0%,临床执业(助理)医师分别占28.8%、27.2%和28.7%,注册护士分别占39.3%、22.7%和16.2%,技师(士)分别占6.7%、8.3%和4.7%,药剂师(士)分别占5.9%、6.8%和6.9%。③县、社区和乡镇每千人口卫生人员数分别为3.10、1.98、1.92人,每千人口卫生技术人员数分别为2.58、1.58、1.54人,每千人口执业(助理)医师分别为0.89、0.54、0.55人,每千人口注册护士分别为1.22、0.45、0.31人,医护比分别为1.36、0.83、0.56,床护比分别为0.59、0.38、0.19。④卫生技术人员主要为初级职称(约66%),大专学历(约50%);年龄25~44岁(20%~70%);工龄5~19年(40%~63%)。⑤乡院临聘人员占46.4%,≤35岁者占86.6%,见习医生占23.4%,临床岗位占64.1%。结论①新津基层医疗机构卫生人力总量明显不足、构成不合理;②乡镇卫生院临聘人员比例较大,队伍稳定性存在潜在风险;③新津卫生技术人员队伍年轻、初级职称多;④需逐步调整和创新相关政策,加强人才培养、保持卫生队伍稳定,促进基层医疗卫生服务健康可持续发展。
Objective To investigate the status quo of human resources in medical institutions in Xinjin County in 2010 and provide the basis for further rational allocation of human resources. Methods The data of human resources, the roster of health personnel and the registration information of physicians in Xinjin County regional medical and health information management platform were collected in 2010. Descriptive analysis of the number and composition of human resources using software such as Microsot Excel 2003 and SPSS 13.0. Results ① In 2010, there were 1551 health workers in Xinjin County medical institutions, of which 1124 (72.5%) and 427 (27.5%) were hired. (2) The composition of health workers in county, community and township medical institutions accounted for 83.2%, 79.0% and 80.0% respectively, while the number of clinical practitioners (assistant doctors) accounted for 28.8%, 27.2% and 28.7% respectively, and that of registered nurses accounted for 39.3% and 22.7% respectively % And 16.2% respectively, and technicians (6.7%, 8.3% and 4.7% respectively) and pharmacists (%) accounted for 5.9%, 6.8% and 6.9% respectively. ③ The number of health workers per thousand population in counties, communities and townships was 3.10, 1.98 and 1.92 respectively. The number of health technicians per thousand population was 2.58, 1.58 and 1.54 respectively. The number of practicing and assistant doctors per thousand population was 0.89 and 0.54 , 0.55, registered nurses per thousand population were 1.22,0.45,0.31 people, respectively, health care ratio was 1.36,0.83,0.56, bed care ratio was 0.59,0.38,0.19. ④ Health technicians are mainly junior professional titles (about 66%), tertiary education (about 50%); aged 25-44 (20% -70%); and working years 5-9 years (40% -63%). ⑤ Hospitals hired 46.4%, 86.6% ≤35 years of age, trainee doctors accounted for 23.4%, 64.1% of clinical posts. Conclusions ① The total amount of health workforce in primary medical institutions in Xinjin is obviously insufficient and constitutes unreasonable; ② The proportion of temporary staff hired by township hospitals is relatively large, and there is potential risk to the stability of the team; ③ The team of young health technicians in Xinjin is young with more primary titles; Adjust and innovate relevant policies, strengthen personnel training, maintain the stability of the health workforce, and promote the healthy and sustainable development of grassroots health services.
