多边反恐条约的实施分为国际和国内两个层面上的实施 ,国内层面的实施可以分为直接和间接实施两种模式。多边反恐条约的实施对于预防和惩治国际恐怖主义犯罪具有特别重要的意义 ,然而在实施过程中也存在某些弊端或不足 ,最明显的是国际层面上实施的薄弱性。多边反恐条约在我国得到了很好的实施 ,但仍有进一步完善之必要 ,关键是要尽快制定一部专门的反恐特别法。
The implementation of the multilateral anti-terrorism treaties is divided into two levels of international and domestic implementation. The implementation at the domestic level can be divided into direct and indirect implementation of the two modes. The implementation of multilateral anti-terrorism treaties is of particular importance for the prevention and punishment of crimes of international terrorism. However, there are some shortcomings or deficiencies in the implementation process, most notably the weaknesses implemented at the international level. The multilateral anti-terrorism treaty has been well implemented in our country, but there is still a need for further improvement. The key is to set forth a special anti-terrorism special law as soon as possible.
