科学技术是生产力,这是马克思主义的一个基本观点。在我国,社会主义现代化建设的第二步战略目标已经确立,国民经济和社会发展十年规划和第八个五年计划已经制定。从今往后能不能顺利实现第二步战略目标、圆满完成十年规划和“八五”计划?这将取决于多种复杂因素,到底什么因素是关键因素和决定因素?笔者认为,关键因素是科学技术,决定因素是科技人才。而科技人才的合理布局则是实现第二步战略目标的重要保证。
Science and technology are productive forces. This is a basic Marxist view. In our country, the second-phase strategic goal of socialist modernization has been established. The 10-year plan for national economic and social development and the 8th five-year plan have been formulated. Will it be possible to smoothly achieve the second-step strategic goal from now on and satisfactorily complete the 10-year plan and the “Eighth Five-Year Plan”? It will depend on a variety of complicated factors. In the end, what are the key factors and determinants? In my opinion, the key factors Is science and technology, the determining factor is scientific and technological personnel. The reasonable layout of scientific and technological personnel is to achieve the second step strategic goal of an important guarantee.
