党的十八届四中全会通过的《中共中央关于全面推进依法治国若干重大问题的决定》,对深入推进国有企业民主管理提供了理论指导和政策保障。充分理解中央决策的重大意义,探索新常态下国有企业职工参与民主管理的途径和方法,显得非常迫切。笔者认为,充分发挥职工代表民主评价中的“民考官”、“民评官”、“民管官”的民主管理模式,对形成国有企业民主管理良好生态土壤大有裨益。
The “Decision of the CPC Central Committee and the Central Committee of the Communist Party of China on Several Important Issues in Ruling the Country by Law” passed by the Fourth Plenary Session of the 18th CPC Central Committee has provided theoretical guidance and policy guarantee for deepening the democratic management of state-owned enterprises. It is extremely urgent to fully understand the great significance of the central government’s decision-making and to explore ways and means for state-owned enterprise workers to participate in democratic management under the new normal. The author believes that giving full play to the democratic management model of “democratic examiner”, “civil judge” and “civil servant” in the democratic evaluation of worker representative represents a great benefit to the formation of a sound ecological soil for the democratic management of state-owned enterprises .
