基层部队卫生经费紧张,在实际保障中具有与其他经费保障不同的一些特点。目前,部队卫生保障存在着单纯着眼军事效益、片面追求经济效益、过分注重直接效益、轻视忽略无形效益等问题。提高卫生经费的保障效益,应更新经费保障观念,切实加强计划管理,科学决策经费使用,综合开发卫生资源,努力提高服务实效。
Grass-roots units have tight funding for health care and have some characteristics that are different from those for other funds in actual protection. At present, the military health care system has the following problems: the military effectiveness, the one-sided pursuit of economic benefits, the excessive direct benefits, and the slightest neglect of intangible benefits. To improve the guarantee efficiency of health funds, the concept of fund guarantee should be updated, the plan management and the use of scientific decision-making funds should be earnestly strengthened, the health resources should be comprehensively developed, and efforts should be made to improve service effectiveness.
