党的十四届四中全会提出“从现在起,用三年的时间,在全体党员中有计划、有步骤地开展一次建设有中国特色社会主义理论和党章的学习活动。”这是新时期党的思想理论建设的首要任务,也是加强和改进党员队伍建设,提高广大党员政治思想素质的根本措施。教育系统的各级党组织都要按照四中全会的要求,高度自觉,实实在在地抓好这项活动。
