“劳动组合”作为优化劳动力配置的重要手段,几年来的实践证明,这项改革适应发展社会主义有计划商品经济的需要和转变企业经营机制的要求.因此,国家劳动部阮崇武部长指出:要继续推广、巩固这一改革成果,并把此作为一项经常性的、动态的工作来抓.但是,由于“劳动组合”中出现和面临的一些非正常性问题(如“优派”、“优亲”、组合外人员安置等),也使一些企业和人们对于“劳动组合”的理论基础、实践依据产生了疑惑.为此,当前有必要重新认识和梳理一下关于“劳动组合”的理论问题.而且笔者认为之所以对于通过“劳动组合”优化配置劳动力产生疑惑,也主要是自“劳动组合”试行以来,一直没有很好就此进行理论研究、论证.
