在围垦工程中,堵港截流和土堤闭气是两项极为重要的关键性工程,它的成功与失败,顺利与否,对整个工程有着决定性的意义,不仅影响到工程进度、工程投资、材料、劳力等各项问题,亦关系到工程建成后带来多少遗留后患。因此,如何在组织上、技术上采取正确有效的方法和措施,以保证其顺利完成,是一项非常重要的工作。解放二十多年来,厦门市围垦了十几万亩土地,在海堤堵口和闭气问题上,积累了一些经验和教训,兹分堵港截流和土堤闭气两方面综述于下,错误不当之处,希予批评指正。
