东南亚国家联盟建立之初就与军事联盟刻意划清界限,在安全方面未做出任何共同的安排.在冷战结束以后,东盟的安全诉求逐渐从双边向多边转换,并开始尝试东盟框架下的军事合作.但是东盟框架内的军事合作仍然受到诸如威胁认知的不一致、目标与功能的限制等诸多因素的制约,与严格意义上的联盟差异明显.
