电子政府信用是电子政府构建亟待突破的障碍因素之一,应兼具平台性和延展性、生态性和合作性、创新性和革命性、公共性和政治性等特征。构建电子政府信用体系的策略涉及多个维度,包括建立统一的标准规范,保障各要素建设、运维和使用信用化;建立系统的法规政策,推进各要素建设、运维和使用法治化;建立严格的管理制度,保障各要素建设、运维和使用制度化;并在上述策略实施中普遍采用信息技术手段作支撑,实现各要素建设、运维和使用的电子化和网络化。
E-government credit is one of the obstacles that e-government should urgently break through. It should be characterized by platform and scalability, ecological and cooperative, innovative and revolutionary, public and political. The strategy of building an e-government credit system involves many dimensions, including the establishment of uniform standards and norms to guarantee the creditability of the construction, operation and maintenance of various factors and the use of credit; the establishment of systematic laws and policies to promote the establishment, operation, maintenance and use of all elements of law; the establishment of Strict management system to ensure the institutionalization of the construction, operation, maintenance and use of all the elements. The implementation of the above strategy is generally supported by the use of information technology to achieve the electronic and network-based construction, operation, maintenance and use of each factor.
