洪武年间,明王朝在围剿北元蒙古残余势力的同时,逐步构建北部边境军镇卫所及其管辖之下的军事防区,着力加强对蒙防御体系。然而,随着防边军队规模的日益庞大,如何筹运军粮成为燃眉之急。在明政府的重视下,多渠道、多形式的军粮筹运体制逐渐形成,主要包括政府调拨粮饷、开展军屯、推行开中法和易粟法及其相应的运粮措施,一定程度上支持了北边防区官兵的基本军粮之需。然而,巨大的军粮需求及输边也带来了调配困难、供需不足、运力无法保障等诸多现实困境。

Under the attention of the Ming government, a multi-channel and multi-modal military food-handling system has taken shape. It mainly includes the government’s appropriation of grain rates, the launching of military operations, the implementation of the CSPC and Yi Su-law and their corresponding food-delivery measures, and to some extent support The basic military needs of officers and soldiers in the northern border areas are needed. However, the huge demand for grain and the edge of losing land also brought about many difficulties in real life such as the difficulty of deployment, the shortage of supply and demand, and the unavailability of capacity.
