在对云南省37个民族自治州县的三十多年自治立法成果、实施现状进行实证分析的基础上,对当前中国民族区域自治地方立法特点、存在问题、法律实施中影响实效因素等进行考察后,提出完善民族区域自治法规体系的七点措施及增加民族区域自治地区法规实施的六条路径。
On the basis of the empirical analysis of the achievements and implementation status of autonomous legislation in 37 ethnic autonomous prefectures and counties in Yunnan Province for the past thirty years, this paper analyzes the legislative features, existing problems in the regional autonomy of ethnic minorities in China, and the factors influencing the effectiveness in implementing the law , Put forward seven measures to improve the system of laws and regulations on regional autonomy of ethnic minorities and six paths to increase the implementation of laws and regulations in autonomous regions and ethnic regions.
