国务院国发(2009)3号文件首次提出:“成立武陵山经济协作区”。2011年11月,国务院扶贫办全面实施《武陵山片区区域发展与扶贫攻坚规划》。武陵山区要统筹区域发展,完善扶贫攻坚机制,突出特色产业,壮大旅游产业,启动基础设施建设,保护生态环境,发展社会事业,为全国11个集中连片特困地区扶贫攻坚发挥示范作用。
The State Council issued the first (2009) No. 3 document for the first time: “Wuling Mountain Economic Cooperation Zone was established.” In November 2011, the State Council Poverty Alleviation Office fully implemented the “Wuling Mountain Area Regional Development and Poverty Alleviation Planning.” Wuling Mountain Area should make overall plans for regional development, improve the mechanism for tackling poverty, highlight special industries, expand tourism industry, start infrastructure construction, protect ecological environment and develop social undertakings, and play an exemplary role in tackling poverty alleviation in 11 concentrated and destitute areas in the country.
