时间、费用和质量是项目管理中的三大控制目标 ,而通常对于时间和费用风险的控制与管理则分别进行 ,往往由于不合理的资金安排导致工期的延误 ,或由于进度的风险造成资金困难 .为了能够同时对工期和费用风险进行有效的控制 ,建立了基于计划预算值、挣得值和实际支出值的时间和费用风险联合控制模型 ,并引入对于整个项目和单个工序的偏差分析方法 .通过一个具体的实例分析 ,可看出该模型的实用性 .另外 ,对于模型中资金流的优化 ,应根据项目的具体情况采用适当的优化方法 ,而且 ,为了有效地采用该模型进行项目的时间和费用联合控制 ,应在施工现场建立充分有效的期间数据报告系统
