每年年初,各级邮政企业都会对全年的工作进行部署,将各项计划指标分解下达到基层单位。笔者发现,一些指标下达后,在基层却失去了“含金量”,成为流于形式的一种“纸标”。尽管有些部门在职代会上表了决心,签订了责任状,可到头来,总有些指标完不成,即使有些指标完成得不错,可往往也成为审计中的“整改对象”。
At the beginning of each year, postal enterprises at all levels will deploy the work for the whole year and decompose the various plans and targets into grassroots units. The author found that after some targets were issued, they lost the “gold content” at the grassroots level and became a kind of “paper standard” in the form of formality. Although some departments expressed their determination and signed the responsibility form in the Workers’ Congress, there are always some indicators that fail to complete. Even though some of the indicators are well done, they may often become “rectification targets” in the audit.
