今年是“十二五”开局之年,中共中央、国务院出台了《关于加快水利改革发展的决定》,明确了今后一个时期水利改革发展的指导思想、目标任务、基本原则和重大举措。这是新中国成立以来中央第一次就水利改革发展出台的纲领性文件,第一次在党的重要文件中全面深刻阐述水利在现代农业建设、经济社会发展和生态环境改善中的重要地位。省委、省政府为贯彻落实中共中央、国务院文件精神,结合河北实际,制定出台了贯彻落实《中共中央国务院关于加快水利改革发展的决定》的实施意见,要求把加快水利改革发展作为农业和经济社会发展的大事抓紧抓好、抓出成效,推动水利实现跨越式发展。6月27日至28日,省政协召开了十届第十五次常委会议,与会委员围绕我省水利建设情况,就抓住国家大力发展水利的历史机遇,加快水利改革发展和加强水利建设,提出了许多真知灼见。
