犯罪学以研究犯罪现象为起点,分析犯罪原因,为决策者制定相关刑事政策和社会政策提供理论依据。近几年美军“性侵犯”频繁出现,不仅损坏了美军形象,而且对美军管理和作战能力提出了严峻考验。美国国防部决心根治“性侵犯”这一历史顽疾,采取了一系列防范控制“性侵犯”的措施和方法。文章从犯罪学的角度研究美军“性侵犯”的犯罪特点,探寻其发生的主要原因,就美军治理“性侵犯”所采取的对策进行研究,分析美军的对策措施能否达到理想的预防效果。
Criminology studies the crime phenomenon as a starting point, analyzes the causes of crime, and provides the theoretical basis for decision makers to formulate relevant criminal policies and social policies. The frequent occurrence of U.S. “sexual assault” in recent years has not only damaged the image of the U.S. military but also put a severe test on the management and combat capability of the U.S. military. The U.S. Department of Defense has been determined to cure the historical ills of “sexual assault” and adopted a series of measures and methods to prevent and control “sexual assault.” The article studies the characteristics of the crimes committed by the U.S. military and “sexual assault” from the perspective of criminology, probes into its main causes, studies the countermeasures adopted by the U.S. military in its management of “sexual assault” and analyzes whether the U.S. military’s countermeasures can achieve the ideal Prevention effect.
