针对创新存在的负效应及其潜在风险,欧美学界提出了负责任创新的理念,意在通过一种前瞻性的价值设计使创新更好地满足社会需求进而实现普惠性发展。通过对中国无线谷创新实践的分析,发现其在主体责任分配、政府政策导向、协同创新模式和价值目标等维度与负责任创新是契合的,但仍有不符合负责任创新的方面,这需要在制度、实施以及思维等层面不断进行改进。
In response to the negative effects of innovation and its potential risks, the European and American scholars have proposed the concept of responsible innovation, which aims to make innovation meet the needs of society and achieve universal development through a forward-looking value design. Through the analysis of the innovation of China’s wireless valley, we find that it is fit with responsible innovation in the aspects of the distribution of principal responsibility, government policy orientation, co-innovation mode and value goal, but there are still some aspects that do not conform to responsible innovation, which need In the system, implementation and thinking constantly improve the level.
