基于模糊DEA/AR(数据包络分析/保证域)模型建立的综合评标法对工程项目投标企业进行评标分析。以国内学者看法较为一致的工程项目评标指标体系作为两个输入因素:商务评审因素和技术评审因素。建议以形成的固定资产价值和固定资产形成率作为输出变量,采用LINGO软件计算得出各投标单位的评标结果相对有效性上下界,据此得到各投标商的评标结果相对模糊有效性的排序结果,由此判定各投标商的投标优劣程度:模糊有效性的排序指标I(槇Ei)越大,则说明投标单位的效率越好,反之越差。以5家承包商为实例进行投标分析,有针对性地选择效率较高的单位。并且在谈判过程中,综合比较各承包商实际水平,这对于选择投标商、提高合同谈判质量具有重要价值。
