Editor’s note: The Liaoning Provincial Petrochemical Department took a visit to the vice-premier of the aluminum base in July 1997 to inspect Liaoning’s east wind and boosted its spirit. According to the actual situation of the province’s JL industry, it put forward a new development idea. It will use about three years of time proposed by Vice Premier Zhu. The requirements for most state-owned large and medium-sized loss-making enterprises in Liaoning Province to emerge from the predicament have been fulfilled.
