每一次人代会的报道,政府工作报告解读都必不可少,是两会报道的重中之重。这不仅因为政府工作报告是人代会上人大代表审议的核心内容,也是市民百姓最为关注的发展蓝图。因此,做好这类节目,具有显而易见的意义。但一直以来,也许正是因为这类报道不可或缺、年年都做,变为了常规报道,新意不足。创新乏力的根本原因在于对这类节目要承担的功能认识不清,定位模糊。本文从信息载体、议政平台、愿景呈现三方面来谈这类节目需要承担的三种功能及实现途径。 Every time a people’s congress’s report or an interpretation of the government work report is indispensable, it is the top priority reported by the two sessions. This is not only because the government work report is the core content of NPC deputies’ deliberations on behalf of the people’s congresses, but also the blueprint for the development of the people’s utmost concern. Therefore, to do a good job of such programs, has obvious significance. But all along, maybe it is precisely because such reports are indispensable, done year after year, become routine reports, and lack of new ideas. The fundamental reason for the weakness of innovation lies in the unclear understanding of the functions to be undertaken by such programs and their ambiguous positioning. This article discusses three functions that need to be undertaken by such programs and their ways of realization from three aspects: information carrier, platform of government discussion and vision.
