伴随着我国经济社会的快速发展,在我国社会治理领域中存在的重大风险危机事件,给人民的生命和财产造成不可估量的损失。这些事件,从事件本身的内部与外部看都高度契合“风险社会理论”。政府虽然是风险社会治理中最具权威的公共机构,但仅仅依靠政府的作用,是完全不够的。现代社会风险治理是一个政府与社会合作互动的过程,即政府不仅引导社会,还要依赖于社会志愿者、公民以及国际组织等多元主体的合作与互动的过程。志愿服务有着广泛、平等、有效参与社会风险与公共危机治理的实践过程,在具有灵活、迅速、贴近群众的优势的同时,却还面临专业能力相对较弱、组织能力不足、信息共享受制、缺乏有效沟通等困境。因此,必须从完善法治建设、加强组织能力建设、改善制度环境、提升专业能力、基于“互联网+”志愿服务风险治理等方面优化志愿服务参与风险治理的路径。
With the rapid economic and social development in our country, major risk crises in the field of social governance in our country have caused incalculable losses to people’s lives and property. These events, from the internal and external events themselves are highly consistent “risk-based social theory ”. Although the government is the most authoritative public institution in risk social governance, it is totally inadequate to rely solely on the government. Governance in modern society is a process of interaction between government and society. That is, the government not only guides the society, but also depends on the process of cooperation and interaction among multiple subjects such as social volunteers, citizens and international organizations. Voluntary service has the practice of extensive, equal and effective participation in social risk and public crisis governance. While being flexible, rapid and close to the masses, volunteer service still faces the following problems: weak professional competence, inadequate organizational capacity, limited information sharing, lack of information sharing Effective communication and other difficulties. Therefore, we must optimize the volunteer service participation risk management based on “Internet + ” voluntary service risk management from the aspects of perfecting the construction of the rule of law, strengthening the organizational capacity building, improving the institutional environment and professional ability.
