任何组织的行为与管理都是一个投入与产出的不断循环的过程,政府做为一个社会组织也不例外。地方政府间的竞争策略其实就是根据成本—收益分析的基础上作出的选择,因此我们必须要重视政府成本。
The behavior and management of any organization is a continuous cycle of input and output. The government as a social organization is no exception. The competition strategy between local governments is actually based on the choice of cost-benefit analysis, so we must pay attention to the cost of government.
