长期以来,党和政府通过制定和推行有关政策法规对军人给予了多方面优待,特别是近几年相继采取了一系列优抚措施,对增强军队凝聚力和战斗力起到了积极作用。但是,随着社会主义市场经济的不断发展,军人优抚出现了许多新情况、新问题。只有在继承和发扬我党我军优抚工作优良传统的基础上建立新的工作机制,才能适应新形势的要求,进一步做好军人优抚工作。从调查情况看,在计划经济向社会主义市场经济转换过程中,军官优抚受到的冲击不是局部现象。
For a long time, the party and government have given many preferential treatments to military personnel through the formulation and implementation of relevant policies and regulations. In particular, the series of special-care measures taken in recent years have played a positive role in enhancing the cohesion and fighting power of the armed forces. However, with the continuous development of the socialist market economy, there have been many new situations and new problems in the special care of military personnel. Only by establishing and establishing a new working mechanism on the basis of inheriting and carrying forward the fine tradition of our party’s army’s special care work can we adapt ourselves to the requirements of the new situation and further enhance the work of giving priority to military personnel. Judging from the survey, during the transition from a planned economy to a socialist market economy, the impact on the special care of military officers is not a partial phenomenon.
