一、问题由来 (一)国有商业企业债务负担沉重的成因 目前,我国国有企业的债务负担很重,最新统计表明,扣除实际挂帐损失,国有企业资产负债率高达83％以上。国有商业企业的债务负担水平大体上与国有企业总债务负担水平一致。国有商业企业债务负担过重是我国经济发展过程中多种因素长期相互作用的结果。
