我国目前现有铁路线数十万公里,加上煤炭、钢铁、电力、石油、化工等行业的铁路专用线,总长已近百万公里。未来十年是我国铁路高速发展时期,“十一五”期间,我国投入修建铁路资金达2万亿人民币。加之地方铁路、矿区铁路专用线的修建,将使国家铁路线总里程迅速发展。铁路线上每公里所用螺帽达8000个,加上电力设施、公路桥梁、公共设施、石油管道、军用设施等使用的螺帽,用量十分巨大。由于战线太长,给管理上带来了严重的困难。数十年来,整个国家的各条铁路线上的道轨配件时常被盗,偷盗铁路器材现象在各铁路线上都时有发生,这为列车行车安全埋下了隐
