伴随信息化时代的到来,科技和信息在经济发展中的推动作用日益凸现。信息化进程中区域科技信息综合实力是区域科技创新能力提升、科技资源优化配置及技术经济效率提高的重要推动力。因此,准确测度区域科技信息发展实力可以为区域宏观政策的制定提供有效的科学依据。通过主成分分析确定的权重与TOPSIS的整合算法对我国区域科技信息综合实力进行了测算,从而确定了我国区域科技信息综合实力的发展状况和排序。通过综合评价的结果,可以指导决策者因地制宜的制定区域经济发展方针与策略。
With the advent of the information age, the promotion of science and technology and information in the economic development has become increasingly prominent. The comprehensive strength of regional science and technology information in the process of informationization is an important driving force for enhancing the capability of regional scientific and technological innovation, optimizing the allocation of scientific and technological resources and improving the technical and economic efficiency. Therefore, accurately measuring the strength of the development of regional science and technology information can provide an effective scientific basis for the formulation of regional macro-policies. Based on the integrated weight of principal component analysis and TOPSIS, the comprehensive strength of regional science and technology information in our country is calculated. The status and order of the comprehensive strength of regional science and technology information in our country are thus determined. Through the comprehensive evaluation of the results, we can guide decision-makers to formulate guidelines and strategies for regional economic development in line with local conditions.
