本届人大和政协会上,有不少代表、委员们说,有些议题似乎成了“永恒”的话题,例如,要求增加教育投资就是其中的一个。 三月二十九日上午,我在政协的民盟小组旁听,就听到张乔啬、孔令仁、张芝联、李树元等五位委员(还有一位委员我未查到其姓名)对一九八八年的教育投资未有明显的增加提出批评。张乔啬委员说,这次的《政府工作报告》又说要重视教育,但仍然是“口惠而实不至”。他提出,作预算计划时的先后秩序应是先按排好教育这样的人才生产的投资,再安排物质生产的投资。张芝联委员说,我们呼吁增加教育投资已经多年了,但为什么教育经费的增加是微乎其微呢?他说,原因是不是有二:一是我们的意见讲得还不够动情,因此不能打动人,那我们大家应该想办法说得更动情些(这时冯亦代委员插话说:那也不能花言巧语);二是
