针对水库运用过程中发电、防洪与生态之间的矛盾,建立了水库发电、防洪与生态调度子模型;然后以水库发电、防洪与生态调度为基本目标,应用多目标决策方法,建立了水库多目标联合调度模型;为减少水库多目标联合调度的工作量和难度,以子模型计算结果为基础,建立水库运行参数与目标之间的函数关系,将各目标有机地联系在一起,据此进行水库多目标联合调度.在此基础上,以滩坑水库为对象,进行多目标联合调度表明,模型能较好地反映各目标之间的相互关系和变化过程,具有工作量小、考虑问题全面的特点,是解决水库多目标调度问题的一种有效方法.
