【提案背景】近年来,山西省委省政府提出实施的“以气代煤气化山西”战略,对优化能源结构、实现节能减排、保证国家能源安全、促进经济社会转型产生了重要的影响。为此,从战略高度深入研究山西能源发展问题,对我国国民经济和社会的持续健康发展有着极其重要的意义。但就目前情况看,在“气化山西”战略实施过程中还存在:安全生产监管难度大;采煤采气两权分离,缺乏一体化布局;煤层 【Proposal Background】 In recent years, Shanxi Provincial Party Committee and Provincial Government put forward the strategy of “replacing gas by gasification Shanxi”, which is important for optimizing energy structure, achieving energy conservation and emission reduction, ensuring national energy security and promoting economic and social transformation influences. Therefore, it is extremely important for our country to study in a deep-going way the energy development in Shanxi from a strategic point of view for the sustained and healthy development of our national economy and society. However, as far as the current situation is concerned, there are still some problems in the implementation of the strategy of “Gasification Shanxi”: the difficulty of safety supervision and production; the separation of the two rights of coal mining and gas production and the lack of integrated layout;
