产权理论是经济学理论的基石,产权明晰是市场经济能够有序发展的前提条件,我国政府正逐步对国有企业进行战略性改组和改造,改组和改造的目的是尽快让国有企业建立以“产权清晰、权责明确、政企分开、管理科学”为主要特征的现代企业制度。本文主要从西方新制度经济学理论入手,就建立产权清晰的国有企业制度特征和存在的问题进行了分析。
The theory of property rights is the cornerstone of economic theory. The clarification of property rights is the prerequisite for the orderly development of market economy. Our government is gradually restructuring and reforming state-owned enterprises. The purpose of restructuring and reforming is to allow state-owned enterprises to establish “ Property rights clear, rights and responsibilities clear, separate government and enterprise, management science ”as the main characteristic of the modern enterprise system. This paper mainly starts with the theory of new institutional economics in the West and analyzes the characteristics and existing problems of the establishment of the system of state-owned enterprises with clear property rights.
