随着城镇发展水平不断提高,人口、产业与财富都高度集中,人们对城镇安全和防灾的要求也日益提高。在推进城镇化进程中,我国城镇建设综合防灾工作目前还存在许多问题,如综合防灾技术效果不明显,对城镇重要功能节点研究较少,缺乏一体化防灾减灾信息化平台。鉴于此,提出重点研究城镇应急保障和处置规划的关键技术,分析重要功能节点的防灾减灾问题,构建城镇灾害防御与应急处置协同工作平台,以提高城镇建筑和脆弱群体抵御灾害的能力,最大限度地减少人员伤亡和事故损失,对提高国家综合防灾减灾能力,实现社会经济的可持续发展有着重要意义。
With the continuous development of cities and towns and the high concentration of population, industry and wealth, people’s demands for urban safety and disaster prevention are also on the rise. In the process of promoting urbanization, there are still many problems in comprehensive disaster prevention in urban construction in our country. For example, the effect of integrated disaster prevention technology is not obvious. There are few studies on important functional nodes in cities and towns, and there is no information platform for integrated disaster prevention and mitigation. In view of this, the paper puts forward the key technologies of urban emergency support and disposition planning, analyzes the disaster prevention and mitigation of important function nodes, and builds the collaborative working platform of urban disaster prevention and emergency response to enhance the ability of urban buildings and vulnerable groups to resist disasters. Limiting the casualties and the loss of accidents is of great significance to improving the comprehensive national capacity for disaster prevention and reduction and realizing the sustainable social and economic development.
