国防安全是一个国家生存发展的前提和基础,是实现国家利益的必然要求。坚持国防建设和经济建设协调发展,建设一支现代化、正规化的革命军队,确保国防安全,是党执政的一项重大战略任务,也是我国现代化建设的战略任务,是维护国家安全统一和全面建设小康社会的重要保障。我们国家一直坚持经济建设和国防建设协调发展的指导思想,但在实际工作中出现了一定程度的偏差,当前制约协调发展的主要问题是国防建设落后于经济发展水平。中央提出贯彻落实科学发展观、构建社会主义和谐社会的战略思想,既对国防和军队现代化建设提出了新的、更高的要求,也为正确把握国防建设与经济建设关系提供了科学的指导。
