1996年2月,电子工业部就《部分商品修理更换退货责任规定》(以下简称“三包”规定)发出通知,要求各有关单位部门认真执行该规定,做好家电的“三包”工作。(“三包”规定是由国家经贸委、国家技术监督局、国家工商行政管理局和财政部于1995年10月联合颁发的,本刊在1996年第一期上全文刊载了该规定。)
In February 1996, the Ministry of Electronics Industry issued a notice on the “Regulations on the Responsibility for the Return, Replacement, and Return of Certain Commodities” (hereinafter referred to as the “Three Guarantees” Regulations), requiring all relevant departmental departments to earnestly implement the regulations and do a good job of “three guarantees” for household appliances. (The “Three Guarantees” regulation was jointly issued by the State Economic and Trade Commission, the State Bureau of Technical Supervision, the State Administration for Industry and Commerce and the Ministry of Finance in October 1995. This issue was published in full in the first issue of 1996.)
