在新形势下,减少收费公路直至最后取消收费公路是未来的发展趋势,公路行业面临的政策风险很大。“费改税”后,公路建设和养护的投入主要依靠财政拨款来实现,失去了用养路费收入作为担保向银行贷款的可能。那么如何合理优化公路建设资源配置,合理使用公路建设资金,减少资金使用中的错弊和浪费,提高资金使用效率,是摆在公路建设者和管理者面前的一个重要的任务。这就需要一方面进一步加强招投标管理工作和工程监理工作,另一方面要加强财务预算,使财务预算和经济责任有效结合起来,以便财务运行更趋于合理性。
