第一条根据党中央、国务院发布的《关于加速科学进步的决定》精神,为实施科技兴散的战略,使科学技术更好地为散装水泥发展服务,促进散装水泥事业健康、快速、持续地发展,根据有关规定,特制定本办法。第二条各级散办应本着专项资金投入为主、争取外部支持为辅的原则,加强对散装水泥科技开发的投入,确保散装水泥科技工作的顺利进行。第三条散装水泥领域中的科技项目主要指:散装水泥生产、装卸、运输、储存、使用、计量、检测等方面的新技术、新工艺、新产品和先进的科学管理方法和管理技术等。第四条各级散办应根据国家的科技政策和科技规划,结合本单位的实际情况,编制中长期科技发展规
