行政问责制是问责的一个重要组成部分,是评估行政管理活动效能的一种原则或者说检验行政活动运行效率的一种程序。人民当家作主和人民主体地位是我国行政问责的根本依据。我国目前行政问责存在的主要问题是:行政问责文化缺失,问责客体权责不清,被问责官员复出机制不完善,问责范围过于狭窄等。解决行政问责的困境应加大问责力度,不断提高执政能力与执政水平;增强监督力度,形成合力;严格管理,惩前毖后;落实信息公开制,提高政府公信力。
Administrative accountability is an important part of accountability, a principle to evaluate the effectiveness of administrative activities or to test the efficiency of administrative activities. People are the masters of the country and the people’s subjective position is the fundamental basis of our administrative accountability. At present, the main problems existing in administrative accountability in our country are: the lack of culture of administrative accountability, the unclear powers and responsibilities of the accountants, the imperfect mechanism of resignation of officials who are accountable, and the narrow scope of accountability. To solve the problem of administrative accountability should increase accountability, and constantly improve the ability to govern and the level of governance; enhance supervision, the formation of synergies; strict management, punishment before the implementation of the information system, to improve the credibility of the government.
