黄河流域生态保护和高质量发展是事关中华民族伟大复兴和永续发展的千秋大计.党的十八大以来,习近平总书记多次实地考察黄河,多次就黄河流域生态保护和高质量发展作出重要指示,为黄河保护立法提供了指引和遵循.今年,全国人大常委会已将黄河保护立法列入立法工作计划.rn2021年4月9日至13日,中共中央政治局常委、全国人大常委会委员长栗战书率全国人大调研组赴陕西省开展黄河保护立法调研时强调,要以习近平新时代中国特色社会主义思想为指导,全面贯彻习近平总书记关于黄河流域生态保护和高质量发展的重要指示精神和党中央决策部署,进一步凝聚立法共识,加快立法进程,制定一部保护黄河的良法、促进发展的善法、造福人民的好法.
