最近,我们组织力量对我省公安监管民警队伍现状进行了一次专题调研,从调查了解的情况看,存在的问题主要有:一是总量严重不足,地区分布很不平衡,与所担负的监管工作任务不相称;二是年龄结构不尽合理,身体状况不能适应日益繁重的监管工作要求;三是学历层次偏低,知识构成不能适应管教工作需要;四是管教工作仍不到位,保障和维护被监管人员合法权益的自觉性不强;五是工作积极性未能得到有效发挥,不安心本职岗位现象比较突出;六是违法违纪现象仍时有发生。为促进监管民警队伍规范化建设,一要搭准脉搏、强化思想教育;二要立足现实、走素质强警之路;三要深化改革、完善勤务运作机制;四要强化管理、贯彻从严治警方针;五要加强监督、完善内外执法监督机制。

In order to promote the standardization of the supervision of the civilian police force, we must first take the pulse of the standard and strengthen our ideological education. Secondly, we must base ourselves on the reality and take the road of quality and vigilance. We should deepen the reform and improve the operational mechanism of the service. Fourth, we must strengthen management and implement strict police control. Fifth, we must strengthen supervision and improve the supervision mechanism both at home and abroad.
