新时期,海归人才已经成为高校教学科研的生力军和主力军,但同时也出现了引才渠道少、政策不完善、考核评估不规范、服务不到位、海归人员入党愿望不强等诸多问题,探究高校基层党组织在海归人才管理中的新思路和新举措,进一步发挥党的基层组织在各项事业发展中的政治核心作用,避免人才资源浪费和流失,是新时期党建工作面临的重大挑战。
In the new era, returnees have become the new force and main force in the teaching and research of colleges and universities. However, there are also many problems such as less channels for guidance, imperfect policies, non-standard assessment and assessment, inadequate services, low desire of returnees to join the party and so on. It is a major challenge for the party building in the new period to face the new challenges and new measures for grassroots party organizations in returnees to further develop the political core role of grassroots organizations in various undertakings and avoid wastage and loss of talent resources.
